The Tokyo Metropolitan Government Building held the title of the tallest building (by roof height) in Tokyo, at 243 meters (799 feet), from 1991 to late 2006, when it surrendered its title upon the completion of Midtown Tower. The two top-floor panoramic observation decks are free of charge to the public and contain many gift shops. Use of cameras is permitted, but tripods are forbidden.

Because it is free to use the observation decks and because it has few tall buildings built around, the Tokyo Metropolitan Government Building is the best observation deck in Tokyo to use. Other observation decks in Tokyo include the one in Roppongi Hills, but here a significant charge applies.

 

It is highly recommend to visit the observation deck when it opens in the morning as the sun will be behind the tower, giving you a chance to see all the way to Mount Fuji.
